차세대 전폭기 배치될 美 사우스 다코타(SD)주, 北 관련 조직과 거래금지

미국 사우스다코타주 크리스티 노엄 주지사(Governor Kristi Noem)가 20일 서명한 행정명령(Executive Order 2023-02)은 서명 5일 뒤인 오는 25일부터 효력이 발생합니다.
20일 사우스다코타 주지사실 발표에 따르면, 주정부 소속 기관은 앞으로 북한과 중국, 이란, 러시아, 쿠바, 베네수엘라 정부가 운영하거나 관련된 단체, 회사와는 조달 사업 계약 등 상업적 거래를 할 수 없게 됩니다. (No executive branch agency may execute a contract with Prohibited Entity. The order blocks business with companies associated with the governments of China, Iran, North Korea, Russia, Cuba, and Venezuela.)
이런 국가들이 소유하고 있거나 관리하는 통신 기술 장비나 서비스, 연결망 등도 사용할 수 없게 됩니다. (Procure of utilize any information or communication technologies, including devices, services, components, networks, and system created, owned, or controlled by Prohibited Entity)
일반 정부조달업체들은 앞으로 주정부 사업을 따내기 위해 까다로워진 절차를 밟아야 합니다. 주정부와 계약하는 업체는 자신의 업체가 ‘악의적인 외국 정부’ 소유가 아니며 이들과 관련이 없고, 영향도 받지 않는다는 것을 증명해야 합니다. (The order also requires that every state contract include a clause certifying the contractor is not owned, influenced, or affiliated with these countries.)
행정명령에 서명한 노엄 주지사는 “우리가 악의적인 외국 정부로부터 사우스다코타를 보호하는 것은 매우 중요하다”며 “이번 행정명령은 이런 국가들이 계약 관계와 통신을 이용해 주 내 핵심 기반시설과 자료에 접근하는 것을 막아줄 것”이라고 밝혔습니다. (It is critical that we protect South Dakotans from evil foreign governments,” said Governor Noem. “This order ensures that these countries cannot leverage telecommunications or state contract procurements to gain access to crucial state infrastructure and data.)
미 사우스다코타주가 북한 등 국가에 민감한 이유 중 하나는 지난해 12월 모습을 공개한 핵무기 탑재 ‘차세대전략폭격기 B-21(Raider)’이 배치될 예정이기 때문입니다.
미 공군은 B-21폭격기가 사우스다코타주의 엘스워스 공군기지(Ellsworth Air Force Base, S.D.)에 2020년대 중반 전달돼 임무를 수행할 것이라고 자유아시아방송(RFA)에 밝힌 바 있습니다. 행정명령 원문(Executive Order 2023-02)에도 이런 내용이 구체적으로 명시돼있습니다.
“사우스다코타는 B-21 폭격기를 배치하고 운용할 엘스워스 공군기지 같은 민감한 국가 안보 기반시설이 있는 곳”이라고 기록돼 있습니다. (South Dakota is home to critical infrastructure vital to national security, such as the Ellsworth Airforce Base which will house and operate the B-21 Bomber.)
또한, 북한 등 국가가 미국 자산에 사이버공격을 늘리고 있다며 이런 나라들이 사우스다코타주의 전력망이나 인터넷 시설, 병원 정보, 개인 정보, 특허, 지적재산권 등 중요 기반시설을 공격할 위험이 있다고 기록돼 있습니다. (Countries including Russia, China, Iran, North Korea have engaged in increasingly aggressive cyber-attacks on United States assets, These countries pose ever-present cybersecurity risks to South Dakota’s critical infrastructure, including electric grids and utilities, internet infrastructure, and other cybersecurity targets such as critical supply chain components, healthcare information and other personal data, corporate secrets, patents, and other intellectual property, and many other vulnerabilities.)
사우스다코타주의 북한 등 국가에 대한 경계 움직임은 미국의 다른 주에서도 일어나고 있습니다. 최근 텍사스주에서는 공화당 소속 로이스 콜크호스트(Lois Kolkhorst) 주상원의원이 ‘북한과 중국, 러시아, 이란과 관련된 회사나 개인이 부동산 소유권을 취득할 수 없게 하는 법안’을 발의했습니다.
플로리다주에서는 지난해 9월 디샌티스 주지사가 ‘북한, 중국 등 국가가 플로리다주 내 농지와 군사기지 주변 토지를 구입할 수 없도록 하는 입법조치’를 제안하기도 했습니다.
